WOW : a few comments, but I suppose more do read. By chance, this morning I came across my old file on energy efficiency; my personal monitoring how to optimise and reduce electric heating cost; I started in 2009, and did presentations to the PUB in 2012, and this file data is from 2017.
In 2008 Nova Scotia started promoting big time air source heat pumps for homes and business. New Brunswick promoted them also to reduce their grid peak winter demand. Nfld has much better climate than either of them for to optimise these systems , but this was ignored here, or any serious efficiency measures for customers; as the game was to do MFs, ignore many alternatives, and also Nfld power makes profits on energy sales not reducing energy use, and still the same. Yesterday their rates increased another 7 percent, a Canada Day gift.
In our region, ground temperature is lowest at about mid April (while Jan and Feb has the lowest air temperatures). I used a hybrid system: I installed a air source heat pump in the attic, fed by circulated air from outside, and is preheated the black shingles, which raises the air temperature, and worked like a charm, with many benefits. My hope was to have a life on 15 years or more, although it pays for itself in 5 or 6 years. I am now into 16 years and hoping for over 20 year life
From March onward the heat gain from the sun into the attic is substantial, and adds to the efficiency, know as COP (coefficient of performance) . Expect between 2 and 3 COP for units mounted outside, meaning a saving of 50 or 2/3 compared to baseboard heaters.
Reading from 2017: March 19, sunny, gives COP of 4.14; later when snowing, COP of 3.15; March 23, with only a little sun from 3 to 4 pm, 24 hr avg COP was 4.13; Mar 28, COP of 5.1 (80 percent energy reduction, as attic was 28 F warmer than outdoors) ; April 8, light rain, COP of 3.18.
I monitored temperature and Relative humidity with Environment Canada Torbay Airport data, on a 24 hr periods. For a full year, for 800 sq feet space, heat cost about 314 dollars not including tax (yes for a full year, not for one month). After 16 years of operation, this unit has never had one coil freeze up situation, as not exposed to snow, and no corrosion from salt atmosphere. This is not data the power companies here appreciate, and they do no such research and analysis to help customers to optimise and reduce heating costs. They continue to screw the people over and over.
Government should not be in the business of business. At all.
Utah has one of the top economies in the US, with unemployment steadily just over 3%, and a median household income of $92,000 US. And very low poverty levels (compared to the rest of North America). And there is minimal government intervention in business. There is none of this nonsense of "Oh you cant cross this or that border." or "That state or governor over there is screwing us on the deal again." Warren Buffett's company runs the electricity market for the most part. The market works out the deals.
The market should determine what works and what doesn't, not some politicians and a crown company ran by said politicians.
Capitalism and market forces have brought more people out of poverty over the last 50 years that any government program. That's a worldwide phenom. What did it coincide with? Mao dying in China, and then the Soviet Union collapsing.
What is our issue on these resources especially, the day and age we live with so much information and connections available to us? We go to wars and fight like hell, we've went other places and work like dogs to help others and yet, we seem to be so weak when it comes to our own shores, here at home. What have we really gained in exporting our people over all these years? Surely, we've learned something to advance our own cause for the benefit of NL.
Seems like our only hope of tearing up this MOU and negotiating a new deal with HQ is if Tony Wakeham and the PCs win the next election. That’s if Wakeham is on board with tearing it up. At this point I’m not convinced that he is.
All three parties support the deal, just as with MF.
No party would dare to stop the deal. The best Wakeham would allow is a pause before it carries on. Basically he is Dwight Ball but without the decisiveness.
But key thing: all three parties support this deal and will not stop it no matter how horrible it is.

More government = less for everyone.
More capitalism = more for everyone.
What's your thoughts on Sabia going to Ottawa and what impact do you think it will have on the Chuchill Falls deal going forward?
God bless. Keep informing. NL can do better.
Not surprising Sabia has moved on.
It means nothing for NL.
If Quebec wants federal cash for transmission lines, it will be easier to get.
What is our issue on these resources especially, the day and age we live with so much information and connections available to us? You're right, I guess.
Where's the Vision?
No plan. No vision. No idea what we collectively want and a political climate that discourages any change to that sorry condition.
